Scorecard Indicator looks like not match with the thresholds

The scorecard indicator doesn't seem match the threshold.

The followings are the settings:

1. Scoring Pattern: Decreasing is better
   
2. Banding Methods: Band by Normalized value of Actual/Target
   
3. Worst Value: 1000
   
4. Thresholds
   

   Best: 0%
   

   Threshold2: 15.0%
   

   Threshold1: 80.0%
   

   Worst: 120.0%
   

5. Target Settings:
   

   Score Type: Normalized
   

   Score Roll up Type: Average Weighted
   

   
    

6. ScoreCard
   

   
    

   I noticed that the target scored is 16.7%, Isn't it supposed to display Yellow Colour?
